Announcement on the Evaluation Standard for Cosmetic Efficacy Claims


To implement the "Regulations on the Supervision and Administration of Cosmetics" and standardize and guide the evaluation of cosmetic efficacy claims, the National Medical Products Administration (NMPA) has drafted the "Evaluation Standard for Cosmetic Efficacy Claims" (hereinafter referred to as the "Standard"), which is hereby announced and shall come into effect on May 1, 2021. The following announcement addresses relevant implementation issues: 1. From January 1, 2022, when cosmetic registrants and filers apply for the registration of special cosmetics or file ordinary cosmetics, they shall evaluate the efficacy claims of cosmetics in accordance with the requirements of the "Standard" and upload a summary of the supporting evidence for product efficacy claims to the designated website of the NMPA. 2. For cosmetics that have obtained registration or completed filing before May 1, 2021, cosmetic registrants and filers shall, before May 1, 2023, evaluate the efficacy claims of cosmetics in accordance with the requirements of the "Standard" and upload a summary of the supporting evidence for product efficacy claims. 3. For cosmetics that obtained registration or completed filing between May 1, 2021 and December 31, 2021, cosmetic registrants and filers shall, before May 1, 2022, evaluate the efficacy claims of cosmetics in accordance with the requirements of the "Standard" and upload a summary of the supporting evidence for product efficacy claims.
