National Medical Products Administration Announcement on the Release of the "Technical Guidelines for Cosmetics Safety Assessment (2021 Edition)" (No. 51, 2021)

In order to implement the "Regulations on the Supervision and Administration of Cosmetics" and standardize and guide the work of cosmetics safety assessment, the National Medical Products Administration has organized the drafting of the "Technical Guidelines for Cosmetics Safety Assessment (2021 Edition)" (hereinafter referred to as the "Technical Guidelines"), which are hereby announced and shall come into effect on May 1, 2021. The following announcement is made on the implementation of relevant issues:

　　I. From January 1, 2022, before applying for the registration of special cosmetics or filing for ordinary cosmetics, the registrant or filer of cosmetics must conduct a cosmetics safety assessment in accordance with the requirements of the "Technical Guidelines" and submit product safety assessment materials.

　　II. In order to standardize and guide the work of cosmetics safety assessment, the "Technical Guidelines" provide examples of the complete and simplified versions of the cosmetics product safety assessment report. Before May 1, 2024, the registrant or filer of cosmetics may submit a simplified product safety assessment report in accordance with the relevant requirements of the "Technical Guidelines".
