Technical Guidelines for Cosmetic Safety Assessment (2021 Edition)


To implement the "Regulations on the Supervision and Administration of Cosmetics" and standardize and guide cosmetic safety assessment work, the National Medical Products Administration (NMPA) has organized the drafting of the "Technical Guidelines for Cosmetic Safety Assessment (2021 Edition)" (hereinafter referred to as the "Technical Guidelines"), which are hereby announced and shall come into effect on May 1, 2021. The following announcement addresses relevant implementation issues: 1. From January 1, 2022, before applying for the registration of special cosmetics or filing for ordinary cosmetics, cosmetic registrants and filers must conduct cosmetic safety assessments and submit product safety assessment materials in accordance with the requirements of the "Technical Guidelines". 2. To standardize and guide cosmetic safety assessment work, the "Technical Guidelines" provide examples of both the complete and simplified versions of cosmetic product safety assessment reports. Before May 1, 2024, cosmetic registrants and filers may submit simplified product safety assessment reports in accordance with the relevant requirements of the "Technical Guidelines". This is hereby announced.
